The Council is a membership-based nonprofit entity that is established and run by volunteers to carry out the mission of the RC&D. The mission of the NCW RC&D is to be a grassroots organization, facilitating and fostering cooperation, local leadership, and concern for the environment in such a way that the overall economic health and quality of life in the tri-county region will be served.
